In the program regions of India and Bangladesh, significant restrictions on the operating space for civil society are evident. These limitations have far-reaching and serious consequences. Civil society organizations (CSOs), including those led by the target groups at village and community levels face growing challenges in protecting the rights of marginalized groups and addressing the structural causes of their vulnerability to poverty and climate change.

Even when CSOs develop strategies and propose solutions to adapt to changing conditions, their efforts often fail to influence societal processes effectively. As a result, the experiences and perspectives of marginalized groups are frequently excluded from the development, design, and implementation of local and national adaptation and social protection measures. Consequently, these groups either do not benefit from such measures or receive insufficient support, while mismanagement in planning further exacerbates their vulnerability.

The proposed program aims to empower marginalized women affected by climate change in the region to enhance their capacities, improve access to resources, income opportunities, and rights, and actively participate in political dialogue with government authorities (project goal). This will enable them and their families to enhance their economic, social, and political participation and protect the rights of marginalized groups (overall goal).
